Most real developers using eclipse have several different forms of eclipse installed at one time. Each with a different set of customized plugins and such.

A j2ee development environment.
A jboss development environment.
An Android environment.
A blackberry enviroment.
Etc.

Installers are for applications that have dependencies on other applications or libraries. Or for shitty windows programmers who like to write unneeded crap to a windows registry.</description>
